I started off with an eye and a brow ridge, and just kind of ran with it. At one point I didn’t know if I was going to do a front view or a three-quarter, and tried to make it front. However, I misplaced the eye on the right side (it was too low) and probably the line for the mouth on that side too.
The mouth was a kind-of-easy fix, the eye was not. So instead, I opted to pluck the eye out and fill it with burningness, as that made just as much sense as a terminally lopsided dragon:
